Saudi keeps oil exports stable as Iraq raises shipments

Saudi crude exports were little changed in October from the previous month, while Iraq, OPEC?s second-largest producer, raised shipments by 4.1 percent, according to the Joint Organizations Data Initiative.

The kingdom, the largest producer in the Organization of Petroleum Exporting Countries, shipped 7.278 million barrels a day while keeping its output unchanged from September at 9.72 million a day. Iraq exported 2.71 million barrels a day even as it lowered its output by 3.1 percent, data posted Wednesday on the website of the initiative showed.

?Iraq wants every penny it can get, while the objective of Saudis is to stabilize the market,? said Anas Alhajji, chief economist at NGP Energy Capital Management LLC in Irving, Texas.

OPEC members are producing by about one million barrels over the 30 million barrel-a-day ceiling the group agreed to maintain at their meeting this month in Vienna. Iraq, which plans to boost output to an average 3.7 million barrels a day in 2013, is not planning to cut production, according to officials from the Middle Eastern state. Iraq?s crude output surged 650,000 barrels a day this year to 3.35 million, the biggest annual gain in 14 years, data compiled by Bloomberg show.

Crude sales from Angola, Africa?s second-largest oil producer, surged the most among OPEC nations in October, followed by the United Arab Emirates, according to the initiative known as JODI. Angola?s exports rose 9.9 percent to 1.71 million barrels a day, it showed. The UAE shipped 2.48 million barrels up by 6.2 percent. Venezuela cut exports by 8.3 percent to 1.69 million barrels, the data showed.

Saudi Arabia increased fuel oil imports and burned more crude for power generation and water desalination in October from a year earlier, it showed.

It consumed 599,000 barrels a day during the month, 32 percent more than a year ago, the data showed. Fuel oil imports rose 25 percent to 57,000 barrels a day. Its refineries processed 1.73 million barrels a day in October, 41,000 barrels a day more than the previous month, according to the initiative.

The kingdom imported 164,000 barrels of fuel oil a day in September, the highest monthly figure since January 2002, Jodi data showed.

?Oil production does not matter anymore, oil exports do not matter anymore, only net exports matter,? Alhajji said. ?Increasing demand for electricity and power shortages in the oil-producing countries will continue to cast their shadow on the global oil market for years to come.?

Texas leaders announce GOP school reform goals

AUSTIN -- Some unusual guests paid a visit to elementary students Wednesday morning at the Cathedral School of Saint Mary in downtown Austin.

Texas Lt. Gov. David Dewhurst and State Sen. Dan Patrick (R-Houston), chair of the Senate Committee on Education, chose the private Catholic school as the backdrop to roll out their goals for education reform in 2013. Their chief proposal is legislation which would create a private school scholarship fund by offering businesses franchise tax credits for pitching in.

"This does not take money from public education," Patrick told a room full of media and representatives from a score of education advocacy groups. "School districts will still get the same amount of money they would receive today based on whatever the formulas are that given year."

Acknowledging that donations to the private school scholarship fund would allow businesses to reduce their franchise tax contributions, Patrick suggests that districts would retain the property tax-based funding regardless of whether students living within a district's border attend school there or elsewhere. Any such initiative would likely begin as a small pilot program, which Dewhurst believes would be prove the initiative's viability.

Also on the agenda:

  • Raising the cap on charter schools
  • Allowing students to enroll in their choice of public schools regardless of district lines
  • Assigning letter grades to schools based on performance
  • Closing down under-performing schools after two years
  • Reducing the amount of end-of-course (EOC) exams required for graduation
  • Increasing the number of Career and Technology Education (CTE) programs

"Public schools and school choice is the key to unlocking the door of opportunity for all children," said Dewhurst. Neither Dewhurst nor Patrick specifically mentioned "school vouchers," a topic many suspect is likely to become a hot issue once the 83rd Texas Legislature convenes January 8.

Outside the event, not all were supportive.

"The citizens of Texas are guaranteed a free and efficient public education -- not vouchers, not charters, not private anything," said Austin resident Monica Guzman. Public education advocates held a separate news conference Wednesday afternoon at the State Capitol to voice opposition to the tax credit proposal.

"It is just a backdoor voucher," said Charles Johnson, a Fort Worth pastor and president of the Coalition for Public Schools, an advocacy group opposed to private school vouchers. "We see this as a voucher because this is money and revenue that would otherwise be going to the state coffers."

Johnson argues that such a program would decrease funds available to Texas schools by diverting revenue in the form of franchise tax receipts that could be used to fund public education. President Tom Archer of public funding advocacy group Our Values, Our Texas argues Dewhurst and Patricks' proposals miss the larger point that significantly improved revenue estimates provide an opportunity to reverse deep cuts made to education.

"If you restore those cuts for $5.4 billion, and you restore Medicaid for $5 billion, that's $10.4 billion," Archer told KVUE. "You would be able to accomplish both of those objectives, still have money left over and not touch the Rainy Day Fund. That is an indicator of the money we have to address the critical state problems that we face in our state."

Dewhurst told KVUE he expects future funding to at least match enrollment growth, and that much hangs on the Texas Supreme Court's final decision regarding the state lawsuit over school finance.

"Right now we're waiting to hear what the Texas Supreme Court says," said Dewhurst. "Whatever they say, we're going to salute, and we're going to continue to put the resources into public education and have the accountability, because we want a great education for every child."

Tea, our national drink, was used as medicine, food and beverage. Since tea is not my cup of tea, so I remain almost ignorant of it, and do not feel ashamed.

But after a recent visit to National Tea Museum located in Hangzhou, ?the Capital of Tea?, my opinions towards these magic leaves have changed significantly. Now, I know why tea has driven so many people crazy and has triggered the iconic incident between the Boston Tea Party and the British colonists, which served as the prelude to the epoch-making America Revolutionary.

These oriental magic leaves not only boast refreshing taste, great varieties and exquisite tea wares, but also elegant tea ceremonies and miraculous beauty& health-promoting benefits. ?A famous celebrate remarked that tea is the best gift offered by the oriental to the occidental. Alexandre Dumasfils also claimed in his masterpiece: The Lady of the Camellias: ?what sort of noble man you are, if you cannot even afford a cup of black tea from China??

Pushed by curiosity, I think it is a must to demystify it, on a sunny winter afternoon.

National Tea Museum nestles among the rolling Longjin tea plantations in Longjing Road unassumingly. In front of it sits a little pond. Due to the crystal clear water, you can see through its bottom. The sky casts reflections on it, creating an illusion that the red carps are roaming in the heaven. Unlike those well-fed carps in other parks near West Lake, they are slim, agile and cute.

Since it is December, the land is carpeted with thick leaves, while the intertwining trucks dash into the sky, which resemble abstract paintings. Unlike West Lake, which is usually teemed with tourist, this area is less haunted , especially during this season. The wall of this museum is covered with vines, whose remaining leaves breathe an air of decaying elegance.

Upon entering it, the porch attracted my attention. A giant Chinese character:?(Tea) stands out against the grey waterscape wall , and a handsome young man who worked there sitting on the left. On the right, you can grab some guide pages, just for future use, you know, if you want to write a blog or show your friends.

The story of this museum starts from Tea History Hall, where I spent nearly one hour to learn the origination, development and spread of tea in and out of China.

Besides, ancient tea wares are exhibited artistically there. I also took some photos.

Passing through a corridor, one set of wooden tea equipment popped into my eye. Though they are anything but antiques, I cannot deny they are revealing and appealing.

Advancing further, I reached Tea Collection Hall, which is simply fantastic beyond expectation. In this room, teas from all over China are collected and presented here, with each labeled and installed with a phone. You can listen to the secrets of them by dialing the phones nearby. The one-way dialogue between you and these teas can last for a substantial period of time, if you have the patient to get acquainted with all of them. I tried, the introduction is good, though a little too brief. Besides, the compressed teas shaped like bricks,cakes or pumpkins are exhibited here also. I wonder why ancient people do that, I do not see any advantage of this practice except for easy transportation. To save the trouble and for the sake of sanitary, people abandoned this practice gradually.

In this hall, what impressed me most is the varieties of tea. It is eye-opening experience, you can say. No matter how you poorly informed of tea, after you scrutinized them for several hours, you can half an expert, just like me.

Chinese tea culture emerged during the Wei, Jin, and the Southern and Northern Dynasties(220AD-589AD), flourished during Tang Dynasty, culminated during Song Dynasty and returned to simplicity during Ming dynasty.

In Tang dynasty, Lu Yu, who was immortalized as the Sage of Tea, composed his masterpiece: The Classic of Tea. As the first monograph on tea in China, it is both influential and enlightening.

The Classic of Tea sheds light not only on the origination, tools, making and utensils of tea, but on its boiling, brewing, anecdotes and?folklores.? I have to admit his book is really amazing. Today, a song devoted to Lu Yu still prevails:

NASA On Full Court Press To Deflate Doomsday Prophecies

This hardly seems like it's worth NASA's effort. You already know that the loons won't be convinced by it. A press release consisting of the single word "NO" is all it should really take.

But it's also a great opportunity. Not on the 20th, but on the 22nd. When everybody wakes up, they say, "Wow, NASA got it right, and the kooks were kooks. Score one for science." It's nice to see science be able to just slam-dunk something without it getting balled up in revisionism, hedging, and accusations of malfeasance.

And if people learn just a little bit more about gravity, seasons, the solar system, and the galaxy, so much the better.

So kudos to NASA for seizing the day. "Proving that the world isn't ending" isn't really one of NASA's missions, but if it results in better support for NASA's real missions (both financially and in terms of having their results taken seriously), then I want to say "Good job" to their PR department. (Cheap, too!)

Holiday spices often abused for cheap highs, says toxicologist

Dec. 17, 2012 ? Watch your kitchen cupboards this season as thrillseekers look to common holiday baking ingredients for a rise -- cinnamon, nutmeg and even marshmallows are the primary ingredient in trendy risky behavior. "The envelope is always being pushed to create something new that will get attention, potentially create a drug-like effect and can pass under the radar of law enforcers," says Christina Hantsch, MD, toxicologist, Department of Emergency Medicine at Loyola University Health System.

Loyola recently treated a dozen pre-teen children in its emergency room. "A group of 9-year-olds were trying to do the Cinnamon Challenge and got caught," says Hantsch, who is a former medical director of Illinois Poison Control. "One girl had seen the videos on the Internet and wanted to try it with her friends." The Cinnamon Challenge involves trying to swallow one tablespoon of ground cinnamon without water. "The dry, loose cinnamon triggers a violent coughing effect and also a burning sensation that actually can lead to breathing and choking hazards," she said. Hundreds of videos and postings on the Internet have made it a social media sensation.

In 2011, poison centers received 51 calls about teen exposure to cinnamon. In the first three months of 2012, poison centers received 139 calls. The American Association of Poison Control Centers reports that of those, 122 were classified as intentional misues or abuse and 30 callers required medial evaluation.

Hantsch is concerned that what was once horseplay by older teenagers is now being copied by young children. "They have easy access to ingredients like cinnamon and marshmallows and think it is cool to do what their older peers are doing," says Hantsch.

Another challenge that continues to attract followers is called Chubby Bunny. "You stuff as many marshmallows in your mouth as possible and then try to say the words Chubby Bunny," explained Hantsch. "Two children have actually choked to death attempting this game so it is not to be taken lightly." Ground nutmeg has been snorted, smoked and eaten in large quantities to produce a marijuana-like high. "Nutmeg contains myristicin which is a hallucinogenic, like LSD," says the toxicologist. Other common household products that are also being abused are hand sanitizer, aerosol whipped cream, aerosol cooking spray, ink markers and glue.

"There actually is a synthetic marijuana called Spice, or K2, that is very popular right now because it cannot be detected in standard drug tests," says Hantsch. "Spice is popular right now because it is marketed as a legal high, which it is not, but is dangerous because it has more adverse effects than cannabis." The poison centers received 4,905 calls about exposure to K2 or Spice between Jan. 1 -- Nov. 30, 2012.

Respiratory, cardiac and nerve damage have all been documented in relation to substance abuse by users. "Seemingly silly games can have sinister effects and the holidays are the worst time for this to happen," says Hantsch. "Kids have more free time, greater access to the Internet and more opportunities to get together during vacations. And at Christmas, the kitchen pantry is loaded for holiday baking. Adults are wise to keep an eye on their children to make sure they are using the ingredients for their proper use."

The Loyola Department of Emergency Medicine is classified as a Level 1 Trauma Center, providing the highest level of surgical care to trauma patients. The department also has been recognized by groups such as The Joint Commission, the Commission on Accreditation of Medical Transport Systems, the American College of Surgeons (one of only two-ACS-verified trauma centers in Illinois)and the Illinois Department of Public Health for Trauma, Burns, Pediatric and Emergency departments.

The most important documentary of the year.

"Chasing Ice" is a grand adventure, a visual amazement and a powerful warning.

If you're looking for eye-popping evidence that the world's glaciers are melting, don't miss the small-scale but spectacular documentary, Chasing Ice.

The rapid disappearance of ice mountains, filmed over a period of years, is compressed through time-lapse technology into minutes and seconds. The speeded-up effect is harrowing and also, disturbingly, eerily beautiful.

The movie might have given us a bit less of Balog and a bit more of the startling sequences he produced.

Though the filmmaker's point of view on the matter seems quite clear, Orlowski does smartly acknowledge counterarguments against climate change without dwelling on them.

A few scientists pop their heads in here, a few charts are deployed, but Chasing Ice is powered primarily by the imagery, stark, irrefutable evidence that the planet is warming, not in one or two isolated places but everywhere.

"Chasing Ice" is a beautiful film to watch, especially on the big screen. But the documentary's visual pleasures come with a heavy dose of guilt.

It's sobering stuff but the film's impact is somewhat diminished by Orlowski's reverential profile of Balog, who continues to crusade despite the toll his endeavours have taken on his body.

The documentary feels a little slight but the images speak for themselves ...

Is this about the hazards of global warming or the awesomeness of James Balog? Not entirely sure...

If any film can convert the climate-change sceptics, Chasing Ice would be it: here, seeing really is believing.

While more detailed scientific analysis and greater discussion of impacts would have been welcome, the film's visual rhetoric is solid.

A project of heroic, Herzogian endeavour. Mad, you might say. But probably not as mad as what the rest of us are doing about climate change: namely almost nothing.

Utterly engaging in its demonstration of the planet's shocking climate change and is thoroughly absorbing to watch.

Chasing Ice is a uniquely visual adventure with a chilling message warmed by Balog's humanity.

Still an eco-sceptic? Clap your eyes on this lot. Awe-inspiring, terrifying, transcendently beautiful, and absolutely weighted with significance for the future of the planet.

This is a well made Documentary that becomes very involving because it's just as much about Balog's journey as it is about global warming.

Makes a convincing case that the story of climate change is best told by pictures, not words.

Despite its dire message about rising carbon dioxide levels polluting the Earth, Chasing Ice is a beautiful film, with stunning visits to snowy realms with deep blue water.

Pictures, of course, say more than a thousand flowcharts or Al Gore's PowerPoint presentations. The images here are as glorious as those in any nature documentary ever made.

"Chasing Ice" is that movie that every environmentally conscious person has been waiting for, if only to show their right-wing relatives who parrot the standard oil-industry-funded line that "the science is still uncertain."

Japan opposition LDP wins in a landslide: exit polls

TOKYO (Reuters) - Japan's conservative Liberal Democratic Party (LDP) won a landslide victory in Sunday's election for parliament's lower house, TV exit polls showed, returning it to power after a three-year-hiatus with ex-Prime Minister Shinzo Abe at the helm.

An LDP win will usher in a government committed to a tough stance in a territorial row with China, a pro-nuclear power energy policy despite last year's Fukushima disaster, and a radical recipe of hyper-easy monetary policy and big fiscal spending to end persistant deflation and tame a strong yen.

The LDP was to win 296 seats in the 480-member lower house, while its ally, the New Komeito was to win 32 seats, TV Asahi's exit poll showed. That would give them the two-thirds majority needed to over-ride the upper house and break a policy deadlock that has plagued successive governments for half a decade.

The victory will give the 58-year-old Abe, who quit the top job in 2007 citing ill health after a troubled year in office, a second shot at running the world's third-biggest economy.

The ruling Democratic Party of Japan would get only 65 seats, the TV Asahi exit poll showed. The new right-leaning Japan Restoration Party would get 46 seats. Exit polls by other broadcasters were broadly in line those forecasts.

Gmail (for iPhone)


Since the release of the standalone Gmail app for iPhone (free), Google has tweaked and fine-tuned its mighty little program to be faster, cleaner, sleeker, and, now it includes support for multiple accounts, more comprehensive. You can already use Gmail on your iPhone, iPad, and iPod Touch via the bundled Mail app from Apple, but Google's own app is simply a better experience, especially for search. Many people, I'm sure, will continue to the use Mail as their primary email application because of how it shows you many inboxes from multiple services at once, but you'll want the Gmail app for search at the very least. And if you're solely a Gmail user, it could?and maybe will?replace Apple's Mail app.

Mail vs. Gmail
The Gmail app has a clean and clear design, with a collapsible menu pane appears to the left of the central interface, similar to the Facebook iOS app and the recently released Yahoo! Mail app (free, 4 stars) (and increasingly other apps, too). Toggle the menu open, and it nudges its way into view, taking up not more than half the screen so that it's roomy and easy to read. Here, you can find the requisite Gmail folders, such as Important, Sent, Drafts, and Starred, as well as all the custom folders you've made. Labels, the Trash, and an All Mail button appear at the bottom of the menu, while the top contains a button that lets you quickly switch between your various Gmail accounts.

The Settings, also accessible from a button at the top of the main menu, has one invaluable feature for mobile users: controls for automated vacation response emails. Who hasn't returned from traveling and forgotten to switch off that interminable out-of-office message? And, the moment you remember, you're never by a computer. Now you don't have to be.

There's a menu listing for Chats, although it's not an active messaging service; it's just a folder (which appears in your Web-based Gmail account, too) where your chat dialogs are saved if you enable a setting). When you preview messages, the majority of text in the Gmail app appears in light gray type, indicating read messages. The only time you'll see bold or black is for unread mail. Compared to the bold, black lettering of cascading point sizes used in the Mail app, Gmail's text is much harder to read.

Open a message, and each person on the thread appears in a different color, using the same color-coding scheme seen in the Gmail website. Whoever initiates a new email has her name in green. The first respondent shows up in purple. The third is red, and so on.?Threading the messages in this way is a signature Gmail features, which is why you won't find anything similar in the standalone Yahoo! Mail app, even though the two are quite similar in several other respects.?

Message text appears in whatever color text the sender uses (usually black, with blue for hyperlinks), although other information, such as the sender details in a forwarded message, appear in a harder-to-read light gray.

In terms of search performance, the Gmail app outperforms Mail easily, because it searches your entire mailbox, whereas the Mail app restricts you from searching beyond the folder that's open (usually, it's Inbox). You can search all Gmail mail from the Mail app, but you have to first navigate to the All Mail folder within your Gmail account, and even there it's restricted to the messages that are loaded. The Mail app gives you results letter-by-letter as it finds matches, in part because it's only searching a limited subsection of your entire mailbox. Gmail waits until you've typed all your letters and hit "Search" before embarking on the hunt to match the terms anywhere in your mail.

Which Gmail iPhone App to Use?
Both the Gmail iOS app and the native Mail app connected to a Gmail account do a fine job of getting your messages to you when you're not in front of a full-sized computer. Which one you choose is largely a matter of preference, although I think anyone who uses Gmail nearly exclusively will opt for the official Gmail for iPhone app from Google. It's smooth, fast, and now supports multiple Gmail accounts.

Personally, I use about five email accounts regularly, two of which are Gmail-based, and I use both the Mail app and Gmail app. I like to see from the Mail app the activity across all my personal accounts, whereas I access office email from the Gmail app, where search often matters more than in my personal email.

If search is of the utmost essence, you'll definitely appreciate the Gmail app, even if, like me, you end up using both apps. Gmail is the clear Editors' Choice for email on the iPhone.

VC and PE Funds Do Build Businesses, Says New Pepperdine Study

News(BVWire) ? A new study by?Graziadio School professors John Paglia and Augus Maretno Harjoto looked at the effects of private equity and venture capital financing among just over 6,800 small and mid-size business establishments from 1995 to 2009 to find that, after a financing event:

  • Private equity-backed establishments generated 129% more revenue growth and 257% more employment growth than their non-PE backed counterparts; and
  • Venture capital-backed companies generated 846% more revenue growth and 608% more employment growth than their non-VC backed counterparts.

At the same time, the study reveals that minority, female, and foreign owners are less likely to receive PE financing (12.6%, 3.6%, and 38.8%, respectively) as well as VC financing (34.7%, 22.5%, and 45.6%).

With an end-of-year deadline looming, the two leaders came together at the White House on Thursday in an attempt to rejuvenate negotiations as frustration mounted over the lack of progress on averting the 'fiscal cliff.'

With an end-of-year deadline looming, the two leaders came together at the?White House?in an attempt to rejuvenate negotiations that had become bogged down in a daily round of finger-pointing.

Earlier in the day, Boehner criticized Obama for putting jobs and the economic recovery at risk by insisting on raising tax rates for the wealthiest 2 percent.

White House?spokesman?Jay Carney?responded by reaffirming Obama's commitment to raising the top rates and complaining there had been no movement from Republicans on that crucial topic.

"What we have not seen from the Republicans is any movement at all on the fundamental issue," Carney told reporters. "Republicans need to accept the fact that rates will go up on the top 2 percent."

Economists say failure to reach an agreement before Jan. 1 could tip the country back into recession. The main hurdle is the expiring tax cuts, which Obama wants extended for all but the rich and Boehner wants extended for everyone.

But with positions seeming to harden, both sides also emphasized their differences on Obama's request for permanent authority to increase U.S. borrowing as part of a fiscal-cliff agreement and on Republican calls for an increase in the eligibility age for recipients of theMedicare?healthcare program.

At a news conference, Boehner occasionally raised his voice in criticism of Obama's bottom-line insistence on raising tax rates on the rich.

"Raising tax rates will hurt small businesses at a time when we're expecting small businesses to be the engine of job creation in?America," said Boehner, who used a chart to illustrate his point that curbing spending increases was the key to deficit reduction.

If Obama persisted on a path of higher spending and higher taxes, he said, "this chart is going to look a lot worse."

Afterward, his spokesman said Boehner would return to his home state of?Ohio?on Friday for the weekend, but was available if there were more talks. "Ohio?has both cellphone service and airports," spokesman?Michael Steel?said. "It won't be a problem."

A seven-day rally in world shares came to a halt and commodity prices slipped on Thursday after negotiations over the fiscal cliff appeared to stall.

Today there's a certain sense that both sides are still apart," said Gordon " C harlop, managing director at Rosenblatt Securities in New York, describing trading as "tweaking" while investors watch Washington's back-and-forth drama.

While Republicans fumed, Obama planned to continue his public-relations offensive with a round of interviews with anchors from local television stations. He was interviewed by ABC'sBarbara Walters?two days ago.

A flurry of new polls showed strong support for Obama's position. According to a?Wall Street Journal/NBC survey, three-quarters of Americans say they would accept raising taxes on the wealthy to avoid the cliff. Even among Republicans, some 61 percent say they would accept tax increases on high-earners.

'Reality should set in'

A?Pew Research Center?poll showed Obama's approval rating rising and 55 percent saying he was making a serious effort to engage in the fiscal talks, while just 32 percent said Republicans were serious about a deal.

Senate?Democratic leader?Harry Reid, citing the polls, said Boehner "can't ignore the people forever" on the tax issue. "At some point, reality should set in," he told reporters.

The polls have put Republicans in a difficult negotiating position, and pressure has grown on Boehner in recent weeks from the right and left. Some Republicans have expressed a willingness to give in on higher tax rates in exchange for deeper spending cuts, while conservatives have demanded that Boehner stand firm.

"I'm not concerned about my job as speaker," Boehner, who faces re-election to the leadership post in January, told reporters.

Boehner also dismissed any notion that Republicans would agree to giving Obama more authority on the debt ceiling.

"Congress?is never going to give up our ability to control the purse," Boehner said. "The debt limit ought to be used to bring fiscal sanity to Washington."

A group of 72 House Democrats urged Obama to reject Republican calls to raise the Medicare?eligibility age.

Senator?Dick Durbin?of?Illinois, the second-ranking Democrat in the?Senate, told reporters he was told by the?White House?that raising the eligibility age for qualifying for?Medicare?benefits is not in the mix anymore.

"My understanding is that is no longer one of the items being considered by the?White House," Durbin told reporters.

He said doing so "creates some serious issues for a lot of people who may be caught in the gap between retirement and eligibility. Where are they going to get health insurance? Many of them are sick people."

(AP) ? As the three-year mark approaches of the devastating earthquake in Haiti that killed, injured and displaced hundreds of thousands of people, actor- activist Sean Penn describes life in the country's capital city.

In the January issue of Esquire magazine, Penn compares Port-au-Prince to Detroit, saying, "It's not more dangerous, it's not less dangerous."

Penn founded a relief organization in response to the 2010 earthquake in Haiti. He still spends about half his time there.

The two-time Oscar winner says a child with a fever in the U.S. gets medicine, a cold bath, or a trip to the emergency room. In Haiti, he says, parents wait "to see if he's going to die or not."

The January issue of Esquire goes on sale Jan. 18.

Independent Sector Defends Charitable Deduction - Government ...

Politico, a newspaper widely circulated in Washington, published a two-page ad from Independent Sector on Monday that provided a straightforward message to Congress and President Obama: ?Don?t push charities over the fiscal cliff.?

The ad, signed by 945 organizations, urges Congress and the president to ?preserve the charitable deduction?s powerful incentive for giving? as they negotiate a deal to avert tax increases and spending cuts scheduled to begin January 2.

?Since 1917, our nation?s tax system has strongly encouraged Americans to give back to their communities, and the broad concept of charity on which the deduction is based has given rise to a diverse and pluralistic set of organizations all dedicated to the public good,? says the ad, which is an excerpt of a letter the nonprofits sent to Mr. Obama and House Speaker John Boehner.

The ad is part of a broader strategy to persuade President Obama and Congress to avoid legislation to limit or abolish charitable deductions.

Independent Sector declined to say how much it paid for the two-page advertisement, but?in late November it sent an e-mail to its members seeking donations of $250 to $1,000 to pay for it. A Politico rate card for 2011 showed that a full-spread color ad cost $24,340, but did not specify rates for nonprofits.

The advertisement comes a week after more than 250 nonprofit officials lobbied members of Congress to protect the charitable tax deduction as part of the?Charitable Giving Coalition.

White House officials have stepped up their pressure on nonprofit leaders as well. In three meetings last week, senior Obama administration officials asked nonprofit leaders to support the president?s plan to raise the highest rate now paid, 35 percent, to 39.6 percent on the wealthiest taxpayers.

Mr. Boehner has rejected the concept and wants to produce more government revenue by closing tax loopholes and deductions.

White House officials have been telling nonprofit leaders that the Republican plan includes a proposal to place an annual limit on all itemized deductions, including the mortgage deduction, at $17,000 to $50,000 per taxpayer.

President Obama?s plan proposes to reduce the tax deduction that wealthy people get for their charitable gifts from 35 percent to 28 percent.

But some nonprofit leaders, including Diana Aviv, chief executive of Independent Sector, have resisted taking political sides on the issue. The Alliance for Charitable Reform issued a statement last week saying the White House should not be pressuring charities to join the ?political wrangling? around the issue.

Independent Sector?s letter to the president and Congress says that plans to limit the deduction would deter giving.

?We are deeply troubled by reports that an aggregate cap, whether a dollar-limit or percentage, on the value of the charitable deduction is under consideration as a potential short-term revenue solution during the lame-duck session,? says Independent Sector?s letter. ?Research has suggested that a cap on the charitable deduction could reduce charitable giving by as much as $7-billion a year; this would come on top of the nearly $20- billion annual decrease in giving since the economic downturn began in 2007.?

Newfound Asteroid Buzzes Earth Inside Moon's Orbit

A newfound asteroid gave Earth a close shave early today, zipping between our planet and the moon just two days after astronomers first spotted it.

The near-Earth asteroid?2012 XE54, which was discovered Sunday (Dec. 9), came within 140,000 miles (230,000 kilometers) of our planet at about 5 a.m. EST (1000 GMT) Tuesday (Dec. 11), researchers said. For comparison, the moon orbits Earth at an average distance of 240,000 miles or so (386,000 km).

Astronomers estimate that 2012 XE54 is about 120 feet (36 meters) wide ? big enough to cause substantial damage if it slams into Earth someday. An object of similar size flattened 800 square miles (2,000 square km) of forest when it exploded above Siberia's Podkamennaya Tunguska River in 1908.

Asteroid 2012 XE54 also passed through Earth's shadow a few hours before its closest approach, generating an eclipse on the space rock's surface, researchers said. [Video: Asteroid 2012 XE54 Flies Closer Than Moon]

"Asteroids eclipsing during an Earth flyby are relatively rare," astronomer Pasquale Tricarico, of the Planetary Science Institute in Tucson, Ariz., wrote in a blog post Monday?(Dec. 10).

The first known case, Tricarico?added, was "asteroid?2008 TC3 which was totally eclipsed just one hour before entering Earth's atmosphere over Sudan in 2008, and asteroid 2012 KT42 experiencing both an eclipse and a transit during the same Earth flyby in 2012."

2012 XE54 will be coming back to Earth's neighborhood before too much longer. The asteroid completes one lap around the sun every 2.72 years.

Scientists have discovered about 9,000 near-Earth asteroids to date, but perhaps a million or more such space rocks are thought to exist.

And some of them are potentially dangerous. Observations by NASA's WISE space telescope suggest that about 4,700 asteroids at least 330 feet (100 m) wide come uncomfortably close to our planet at some point in their orbits.

So far, researchers have spotted less than 30 percent of these large space rocks, which could obliterate an area the size of a state if they slammed into Earth.

But there are much bigger asteroids out there, such as 4179 Toutatis, a 3-mile-wide (5 km) behemoth that's in the process of flying by Earth now. Toutatis will remain 4.3 million miles (7 million km) away during its closest approach Wednesday morning, but it may come closer on future passes.

Toutatis would inflict devastating damage if it slammed into Earth, perhaps extinguishing human civilization. The asteroid thought to have killed off the dinosaurs 65 million years ago was about 6 miles (10 km) wide, researchers say.

(AP) ? Another man on Monday sued the former Elmo puppeteer who resigned amid sex abuse allegations, claiming the voice actor befriended him in Miami and promised to be a father figure before flying the teen to New York to have sex with him.

The alleged victim is now the fourth to accuse Kevin Clash, who resigned from "Sesame Street" last month after 28 years. The three legal actions filed so far have been civil cases seeking financial compensation.

But the incident with the latest victim, referred to only as S.M., could involve criminal charges because the lawsuit claims Clash transported him across state lines for the purpose of engaging in sexual activity.

Attorney Jeff Herman said he encouraged his client to report the incident to authorities but it's unclear if the now-33-year-old alleged victim has done so.

Sexual abuse allegations against Clash triggered a media frenzy last month. He quickly denied the first claim, which was recanted the next day. But Clash then resigned after a 24-year-old college student, Cecil Singleton, sued him for $5 million, saying the actor engaged in sexual behavior with him when he was 15.

Singleton claims the voice actor met him in New York a dozen years ago after trolling gay telephone chat lines and seeking underage boys for sex.

In the latest case, the plaintiff said Clash approached him on Miami Beach, complimented his appearance and struck up a friendship. Clash returned home to New York, but stayed in touch with the teen, promising to be a dad to him. The youth, who was 16 or 17 at the time, had been molested by a teacher and was considering running away from home, according to the lawsuit.

"These are all vulnerable boys. None of them had father figures in their lives and they were looking for that father figure," said Herman, who represents three of the alleged victims.

The lawsuit says Clash paid for a plane ticket from Florida to New York in 1996 and arranged for a car service to pick up the teen and bring him to his upscale apartment, where he gave him cash and showered him with "attention and affection" and ultimately engaged in numerous sexual acts.

Herman said he is poring over receipts and other documents to see if the car service was paid for by Clash's employers at Sesame Street.

Clash's attorney Michael Berger said in a statement that "the lawsuit is without merit and we will vigorously defend the case and Mr. Clash's reputation."

Sesame Street publicist Ellen Lewis said "we're confident in the actions that we took," but declined further comment, saying it was an issue between litigants.

Herman said the alleged victims didn't come forward sooner because they were afraid, but have found courage as others have spoken up.

He said they are compliant victims who participated in the sexual acts, but didn't consent because it's illegal for a minor to do so.

"Because they participated in the sex they feel like they're doing something wrong ... they're ashamed, they're embarrassed, not something they really want to talk about," he said.

Herman said he's been contacted by several other possible victims and is vetting their cases.

Epigenetics may be a critical factor contributing to homosexuality, study suggests

Dec. 11, 2012 ? Epigenetics -- how gene expression is regulated by temporary switches, called epi-marks -- appears to be a critical and overlooked factor contributing to the long-standing puzzle of why homosexuality occurs.

According to the study, published online today in The Quarterly Review of Biology, sex-specific epi-marks, which normally do not pass between generations and are thus "erased," can lead to homosexuality when they escape erasure and are transmitted from father to daughter or mother to son.

From an evolutionary standpoint, homosexuality is a trait that would not be expected to develop and persist in the face of Darwinian natural selection. Homosexuality is nevertheless common for men and women in most cultures. Previous studies have shown that homosexuality runs in families, leading most researchers to presume a genetic underpinning of sexual preference. However, no major gene for homosexuality has been found despite numerous studies searching for a genetic connection.

In the current study, researchers from the Working Group on Intragenomic Conflict at the National Institute for Mathematical and Biological Synthesis (NIMBioS) integrated evolutionary theory with recent advances in the molecular regulation of gene expression and androgen-dependent sexual development to produce a biological and mathematical model that delineates the role of epigenetics in homosexuality.

Epi-marks constitute an extra layer of information attached to our genes' backbones that regulates their expression. While genes hold the instructions, epi-marks direct how those instructions are carried out -- when, where and how much a gene is expressed during development. Epi-marks are usually produced anew each generation, but recent evidence demonstrates that they sometimes carry over between generations and thus can contribute to similarity among relatives, resembling the effect of shared genes.

Sex-specific epi-marks produced in early fetal development protect each sex from the substantial natural variation in testosterone that occurs during later fetal development. Sex-specific epi-marks stop girl fetuses from being masculinized when they experience atypically high testosterone, and vice versa for boy fetuses. Different epi-marks protect different sex-specific traits from being masculinized or feminized -- some affect the genitals, others sexual identity, and yet others affect sexual partner preference. However, when these epi-marks are transmitted across generations from fathers to daughters or mothers to sons, they may cause reversed effects, such as the feminization of some traits in sons, such as sexual preference, and similarly a partial masculinization of daughters.

The study solves the evolutionary riddle of homosexuality, finding that "sexually antagonistic" epi-marks, which normally protect parents from natural variation in sex hormone levels during fetal development, sometimes carryover across generations and cause homosexuality in opposite-sex offspring. The mathematical modeling demonstrates that genes coding for these epi-marks can easily spread in the population because they always increase the fitness of the parent but only rarely escape erasure and reduce fitness in offspring.

"Transmission of sexually antagonistic epi-marks between generations is the most plausible evolutionary mechanism of the phenomenon of human homosexuality," said the study's co-author Sergey Gavrilets, NIMBioS' associate director for scientific activities and a professor at the University of Tennessee-Knoxville.

The paper's other authors are William Rice, a professor at the University of California, Santa Barbara, and Urban Friberg, a professor at Uppsala University in Sweden.
